<p>Argencon successfully concluded an <strong>institutional mission to the United States</strong> with a high-level agenda in New York and Washington D.C., aimed at strengthening technological and professional cooperation between the two countries, promoting new investments, and advancing the goal of reaching <strong>USD $30 billion in sector exports</strong>.</p>



<p>The delegation comprised <strong>CEOs and leaders of technology and services companies</strong> such as Accenture, Globant, PwC, EY, INVAP, and Baufest, along with Argencon President <strong>Sebastián Mocorrea</strong> and its Executive Development Director, <strong>Leandro Mora Alfonsín</strong>. Over four days, the group held <strong>meetings with executives from global corporations, investors, and academic experts</strong>, in addition to institutional meetings with multilateral organizations and think tanks specializing in innovation and technology policies.</p>

<p>On the institutional side, the delegation included <strong>Santiago Pordelanne</strong>, Undersecretary of the Knowledge Economy for the Ministry of Economy. Joining from the Ministry of Foreign Affairs and Worship were <strong>Tomás Villalba</strong>, Chief of Staff for the Secretariat of International Economic Relations, and <strong>Carolina Bustos</strong>, Director of Export Promotion for Knowledge-Based Services.</p>



<p>In <strong>New York</strong>, the agenda included a breakfast at the <strong>Council of the Americas</strong> with US investors and business people, where opportunities for expansion and challenges in the new Argentine economic context were discussed. Subsequently, executives participated in a working session at the <strong>Center for Global Enterprise</strong>, chaired by <strong>Sam Palmisano</strong>, former CEO and Chairman of IBM, to analyze the evolution of global trade in technology services.</p>



<p>In <strong>Washington D.C.</strong>, the delegation was received at the <strong>Argentine Embassy</strong>, where the event <strong>&#8220;Argentina Delivers: Professional and Technology Services Delivered from Argentina&#8221;</strong> took place—a joint initiative by Argencon and the Ministry of Foreign Affairs aimed at positioning the country as a competitive destination for new <strong>global service centers</strong>.</p>



<p>A highlight was the dialogue with representatives from the <strong>National Artificial Intelligence Association (NAIA)</strong>, focused on Argentina&#8217;s potential as a global Artificial Intelligence hub. The event was attended by Ambassador <strong>Alejandro “Alec” Oxenford</strong> and <strong>Felipe Millon</strong>, Head of Government Go To Market at <strong>OpenAI</strong>.</p>



<p>Meetings were also held with the <strong>Inter-American Development Bank (IDB)</strong>, the <strong>Information Technology and Innovation Foundation (ITIF)</strong>, and the <strong>Americas Institute at Georgetown University</strong>, where bilateral cooperation policies in technology, education, and talent development were addressed.</p>



<h3 class="wp-block-heading"><strong>United States, Strategic Partner for the Growth of the Knowledge Economy</strong></h3>



<p>During the meetings, the Argentine business leaders presented the <strong>vision of the Knowledge Economy ecosystem</strong>, emphasizing the opportunity to <strong>triple technology and professional service exports</strong> and consolidate the country as a <strong>regional innovation hub</strong>.</p>



<p>&#8220;Today, Argentina is on the strategic agenda of the United States in the region. During this mission, we saw great optimism and confidence from the main actors in the private sector. <p>For his part, Leandro Mora Alfonsín highlighted that <strong>&#8220;Argentina is a reliable partner for investment in knowledge.</strong> Today there are more than 50 global service centers in the country, employing over 65,000 professionals. <p>According to the latest <strong>Argenconomics</strong> report, exports of knowledge-based services reached an <strong>all-time record of USD $9.685 billion</strong> between July 2024 and June 2025, with a year-on-year growth of <strong>20.8%</strong>. With this performance, the sector is consolidated as the <strong>country&#8217;s third-largest source of foreign currency</strong> and a key driver of skilled employment.</p>



<p>The institutional mission to the United States reaffirms the commitment of the Knowledge Economy ecosystem to sustainable growth, the generation of added value, and the construction of an Argentina more integrated into the world through innovation and talent.</p>

<p>On October 10, 2025, President <strong>Javier Milei</strong> received representatives from <strong>OpenAI</strong> at <strong>Casa Rosada</strong> in a meeting that consolidated the <em>Stargate Argentina</em> initiative. This project, which combines infrastructure development and artificial intelligence adoption, positions the country as a central player in the global AI ecosystem.</p>



<p>The presidential statement highlights that OpenAI and the Argentine company <strong>Sur Energy </strong>signed a <strong>Letter of Intent (LOI)</strong> to develop a large-scale data center, with an estimated capacity of <strong>500MV </strong>and an investment of up to <strong>$25.000 million dollars</strong>, under the framework of the <strong>RIGI</strong> (Incentive Regime for Large Investments). The project is expected to generate employment, attract investment, and promote the adoption of AI across the country.&nbsp;</p>

<p>In the 2025 edition of the global <strong>QS ranking</strong> by subject, which evaluates more than 1,500 universities worldwide, the <strong>University of Buenos Aires (UBA)</strong> has improved its position by entering the top 100 in the following areas: <strong>Data Science and Artificial Intelligence, Communication and Media Studies, Education, Ancient History, and Veterinary Sciences.</strong></p>



<p>With this progress, the UBA expands its presence in the global ranking,<strong> increasing from 9 to 13 disciplines within the top 100</strong>, while maintaining<strong> 5 of them in the top 50: Petroleum Engineering (ranked 24th globally), Modern Languages, Anthropology, Law, and Sociology.</strong></p>



<p>The disciplines that were already in the top 100 in previous years have maintained their prominent positions. These include Petroleum Engineering, Modern Languages, History, Law, Sociology, Art and Design, Political and International Sciences, and Anthropology.</p>



<p>UBA’s rector, Ricardo Gelpi, stated:</p>

<p>This ranking<strong> classifies five broad areas and 55 specific subjects globally</strong>, assigning scores to each discipline based on various criteria, such as academic and employer reputation, the number of publications in high-impact scientific journals, citations of research papers, and the international collaboration of research teams. This assessment is one of three conducted by the prestigious British consultancy Quacquarelli Symonds. In the global ranking published last year, UBA ranked 71st, rising 24 positions compared to the 2023 edition.</p>



<p>The subject areas newly <strong>included in the top 50 of the ranking reflect a diverse and high-quality academic offering aligned with contemporary global issues and advancements.</strong> Artificial intelligence, with its cross-disciplinary applications; research on fossil energies; Veterinary Sciences as a pillar of development in a food-exporting country; and Communication and Media Studies in a globalized context are just a few examples of how UBA continues to lead in knowledge and academic training.</p>



<p>Gelpi added:</p>

<p>Our partner, <strong>JP Morgan</strong>, the global financial giant, has announced <strong>plans to hire 1,500 people over the next five years to expand its service center in Buenos Aires.</strong></p>



<p>This center, which already has <strong>3,500 employees,</strong> functions as a global hub for technology, operations, finance, and legal services. The expansion comes at a time when the company is observing growing investor interest in Argentina following the first year of President Javier Milei’s administration.</p>



<p>According to Alfonso Eyzaguirre, CEO of JP Morgan for Latin America and Canada and head of investment banking for the region, the company is working on a long-term real estate plan to accommodate the expanded team.</p>



<p>This strategic center, established in 2014, has already relocated functions from places such as India and the United States. Argentina was chosen for this hub due to its availability of skilled labor, English proficiency, and time zone alignment with the U.S.</p>



<p>In addition to the expansion in Argentina, JP Morgan has increased its client-facing staff in Brazil, Mexico, and other Latin American countries. The decision made in January to merge its commercial banking division with its corporate and investment banking division globally has been<strong> &#8220;great news&#8221; for the region. </strong>This integration will allow the bank to expand its coverage and serve commercial banking clients in countries where it previously had no presence. Previously, JP Morgan’s Latin American commercial banking operations were limited to Brazil and Mexico. Now, this business will be able to serve companies ranging from startups to firms with annual revenues of nearly $2 billion across the region.</p>

<p>Argencon, the organization that brings together the leading companies in the Knowledge Economy sector, has released its <em><a href="https://www.argencon.org/argenconomics-2024/">Argenconomics</a></em> report, analyzing the sector’s performance between July 2023 and June 2024. During these 12 months, Argentina underwent a drastic economic transition, marked by the 2023 electoral process, the inauguration of a new government, and the implementation of a new economic policy. This shift introduced significant corrections in relative prices, along with regulatory and operational reforms across the economy.</p>



<p>Due to these fluctuations, nominal values should be analyzed with special caution, and their results should not be projected linearly into the coming quarters, particularly as key aspects of the new policy are still in the process of implementation.</p>



<p>Regarding statistical data from this period, the main conclusion is that both export levels and employment remained stable—an indication of the sector’s resilience during such a volatile period.</p>



<p><strong>Total exports reached USD 7.831 billion, representing a 1.4% decrease compared to the same period the previous year. However, the second quarter of 2024 saw a notable 8.7% increase, signaling a recovery after previous quarters of negative trends.</strong></p>



<p>Globally, knowledge-based service exports grew <strong>8.6% in 2023</strong>, according to WTO data. However, Argentina’s share in the global market declined to <strong>0.23%</strong>, dropping to <strong>43rd place in the ranking</strong>, compared to its <strong>0.37% share in 2010</strong>. This decline reflects the impact of years of macroeconomic instability on the country’s competitiveness.</p>

<p>“The Knowledge Economy is essential for Argentina’s development. <p>The report also highlights the strategic opportunity presented by <strong>artificial intelligence (AI)</strong>, particularly with the implementation of the <strong>new Incentive Regime for Large Investments (RIGI)</strong>. This program, along with the <strong>Productive Innovation Assistance Program</strong>, which also awarded certificates to beneficiaries, represents a decisive step in San Juan&#8217;s commitment to technology and innovation, leveraged by the diversification of its productive matrix.</p>



<p>Orrego highlighted that this federal initiative will consolidate San Juan&#8217;s innovative ecosystem and strengthen its economic diversity, in sectors ranging from mining to agribusiness, in addition to the knowledge economy, which is essential in the digital age. </p>

<p>&#8220;It is crucial to recognize that these funds come from mining royalties, which allows us to finance initiatives like this without the need for reimbursement,&#8221; the governor emphasized, reinforcing the province&#8217;s commitment to reinvesting resources generated by mining in strategic and sustainable sectors for the future.</p>

<p>For his part, <strong>Gustavo Fernández, Minister of Production, Innovation, and Labor</strong>, emphasized the importance of innovation and knowledge in the development of the region. &#8220;Today we recognize the innovative companies that participate in the productive innovation program, launched in the middle of the year, a key program that has funded 30 projects selected from 60 candidates,&#8221; said Fernández, indicating that each initiative will receive a non-reimbursable contribution of 5 million pesos, totaling 150 million pesos destined for the development of productive solutions.</p>



<p><strong>A program focused on the economy of the future</strong> </p>



<p>The new Knowledge Economy Strengthening Program focuses on two strategic areas:</p>



<ul class="wp-block-list">
<li><strong>Development of Knowledge Economy (KE) Projects:</strong> This component is aimed at startups and micro-technological companies seeking to develop knowledge-intensive projects. With a budget of 200 million pesos for 2024, it is expected to finance at least 20 projects, each with non-reimbursable contributions of up to 10 million pesos, covering 70% of the cost. Resources can be used for the acquisition of capital goods, the hiring of outsourced services, and qualified personnel.</li>



<li><strong>Promotion and Management of Talent in KE:</strong> This axis focuses on the training and qualification of specialized talent through activities such as workshops, hackathons, and conferences. With a budget of 50 million pesos, contributions of up to 5 million pesos per project will be allocated, covering up to 70% of the cost. Key sectors to be addressed include artificial intelligence, robotics, video games, fintech, and blockchain, seeking to position San Juan as a national technological reference. &#8220;This is a first step towards a future where we will seek to expand these opportunities,&#8221; said Fernández. The minister invited the actors of the technological ecosystem to join this initiative that seeks to generate quality jobs for San Juan residents and transform the local productive matrix towards a more sustainable and high value-added model.</li>

<p><strong>Productive innovation: benefits for water and energy efficiency</strong></p>



<p>The beneficiary projects of the Productive Innovation Assistance Program, which were also highlighted at the event, received their certificates in recognition of the development of innovative solutions for the productive sector. This program prioritized water and energy efficiency, as well as the use of renewable energies, critical issues for San Juan. Initiatives included process optimization, product and service improvements, and sustainable technology, such as solar energy.</p>



<p>Of the 60 projects presented, 30 were selected to receive 100% of the funding, while the rest will be redirected to other sources of economic support. Projects cover areas such as biotechnology, automation, and optimization of natural resource use.</p>



<p><strong>Towards a more innovative San Juan</strong> </p>



<p>Through these initiatives, the province of San Juan is positioning itself as an emerging center of the knowledge economy in Argentina, supporting both technology companies and actors in the education system and local entrepreneurs. With the delivery of these funds, the authorities seek to strengthen the training of local talent and generate specialized employment in high-demand areas.</p>

<p>The Argentine Government, in collaboration with Argencon, has launched <strong>Argentina Delivers: High Quality Services</strong>, an initiative to <strong>strengthen and promote Global Service Centers in the country,</strong> which offer high-quality solutions by integrating local knowledge and capabilities with the value chains of international companies.</p>



<p>Through this initiative, the government aims to increase the presence and expansion of Global Service Centers in the country. The strategy includes <strong>not only strengthening existing centers but also attracting new ones</strong>, both from multinationals with local operations and from companies that do not yet have a presence in the country, with the support of Argentine embassies abroad.</p>



<p>This effort is part of the intention to consolidate Argentina as an attractive destination for these operations, which not only drive economic growth and job creation but also promote the export of high-value-added services. In 2023, national exports of professional services totaled 4.8 billion dollars.</p>



<p>The Argentine professional services sector, which generates 60,000 jobs,<strong> has attracted more than 50 Global Service Centers of leading multinationals</strong> in sectors such as human resources management, accounting, legal advice, finance, artificial intelligence, blockchain, cloud computing, cybersecurity, and application development, among others.</p>



<p>Argentina Delivers is an initiative promoted by the Secretariat of Small and Medium Enterprises, Entrepreneurship and Knowledge Economy of the Ministry of Economy and the Secretariat of International Economic Relations of the Ministry of Foreign Affairs, International Trade and Worship.</p>
